There are 43.6% per 1,000 people in Latin America and the Caribbean that own a PC. Although this is significantly better than the 4.2 per 1,000 people in South Asia it is nowhere near the 392.7 per 1,000 people in high-income countries such as Japan. In Latin America and the Caribbean there are 271 fixed telephone lines or mobile phones per 1,000 people. Whilst this compares favourably with the 32 lines per 1,000 people in Sub-Saharan Africa it pales in comparison to the 1,136 telephone lines per 1,000 people in the high-income countries. As a result of this only 4.8% of all internet users are based in Latin America.
